Tammy Cowart

Tammy Cowart has taught Business Law and Business Ethics classes at the Soules College of Business for over 20 years. She earned her law degree from Texas Tech University and has practiced law in many areas, including tort law and business law. Her research interests are business law, corporate governance and compliance, and privacy law. She has developed several courses, including an MBA course in health care law and ethics and an undergraduate business ethics course, which is approved by the Texas State Board of Public Accountancy for CPA candidates. She was a founding council member of the UT Tyler Center for Ethics and currently serves as the Associate Director.

Aaron Heimbuch is an audit Senior Manager at Whitley Penn in Dallas and has been practicing public accounting since 2014. Aaron primarily focuses on the health care industry. He plays a key role in his firm's health care practice, providing industry training and being a valuable source of technical audit knowledge. Additionally, he helps lead the firm’s business development endeavors in the health care sector and is actively involved in recruiting efforts at his alma mater, the University of North Texas. Aaron is a member of the American Institute of CPAs (AICPA), TXCPA Dallas and the Healthcare Financial Management Association (HFMA). Additionally, he is a graduate of the TXCPA Dallas Leadership Development Program. Aaron currently serves as Chair of the North Texas Chapter of the Risk Management Association (RMA) and is Past President of RMA’s Young Professional Committee. He has experience serving in industry roles, such as hospital CFO for both general acute care community hospitals and a regional level II trauma center. He has also served as a controller for a large tertiary care hospital and home health agency and an assistant corporate controller for a large, nonprofit health care system. Scott Mertie is the president of Kraft Healthcare Consulting, LLC, an affiliate of KraftCPAs PLLC. With over 30 years of experience in the health care industry, Scott consults on various areas involving third-party reimbursement, operations and compliance for clients throughout the United States. Additionally, Scott provides expert reports and testimony for health care related litigation engagements. His clients include hospitals, long-term care facilities, physicians and other providers, as well as law firms. His previous experience includes working for a Nashville-based hospital management company, a Nashville hospital system and other CPA firms. Scott regularly presents on a variety of health care topics to organizations such as the HFMA, MGMA, NMGMA, MTHEA, AAPC, and TXCPA, among others, and has guest lectured at Vanderbilt and Belmont Universities. He has also partnered with the American Institute for Healthcare Compliance (AIHC) to develop a Medicare/Medicaid cost report boot camp course. In addition, he worked with the AIHC to create the Certified Cost Report Specialist (CCRS) credential, as well as its related education and testing.

This includes a focus on the design of the HITRUST CSF and the assessment and certification models used in the HITRUST Assurance Programs, for which he provides technical direction and oversight. He is also responsible for addressing emerging trends impacting risk management and compliance to ensure the HITRUST approach sets the bar for organizations seeking the most comprehensive privacy and security frameworks available.
